If you're even remotely interested in Sims 4 Custom Content (I doubt you'd be here if otherwise), I'm sure you've heard of Hallow Sims or more recently Lyca Sims. They've produced some of the best hair retextures/recolours and conversions out there, but unfortunately they have stopped producing CC since their blogs/websites keep getting terminated and a few conflicts with other CC creators.
You are no longer able to download them, this upset me for a long time, until I stumbled across their Sim File Share links which you can find here: http://simfileshare.net/folder/13711/

- Find the item you want on their blogspot (first link), then head over to Sim File Share, press 'Ctrl+F' and search the name of the content you want to download.
